City of Kwinana proposes 4.5 per cent rate rise

Ratepayers across Kwinana are being asked to have their say on a proposed rate rise for the 2026–27 financial year.

At a special meeting on May 11, the City of Kwinana endorsed proposed differential rating categories for Gross Rental Value and Unimproved Value properties for public advertising and feedback.

Under the proposal, the City is seeking an average rate increase of 4.5 per cent, which would equate to an extra $1.45 a week for an average residential property.

Mayor Peter Feasey said rates remained a key source of funding for local services, infrastructure and community facilities.

“Rates are a significant source of revenue that help fund the services, facilities, infrastructure and community outcomes our residents, businesses and industries rely on every day,” he said.

The City said the proposed increase was driven by rising operating costs, the need to renew ageing assets, and ongoing investment in major infrastructure projects to support Kwinana’s growing population.

Mayor Feasey said the council had worked to balance affordability for residents with the need to maintain long-term financial sustainability.

“Our rating strategy supports delivery of key projects across the City, ongoing renewal of community infrastructure, and the services that contribute to Kwinana’s quality of life now and into the future,” he said.

The proposed differential rates also take into account updated property valuations from the Valuer General and are designed to distribute rates across residential, commercial, industrial, vacant and rural land categories.

To help residents manage payments, the City has expanded its payment options this year through a partnership with Payble, allowing ratepayers to schedule weekly, fortnightly or monthly instalments through automatic card payments.

A hardship policy will also remain available for residents experiencing financial difficulty.

Public submissions on the proposed rates are open until June 3.
