It's spearheaded by a $5 million local economic stimulus package.
The package is designed to put money back into the local economy though construction, hospitality, retail and tourism projects.
The announcement also includes a freeze in rates for all residents, plus a 5% cut in rates for businesses. Tender processes for the City will also be simplified for local businesses.
