The City of Mandurah took legal action against Mathew Gray after 20 cars in varying states of repair were found at his property.
According to the City, extensive activity on the vehicles was taking place throughout the day and night over a long period of time.
The man appeared in the Mandurah Magistrates Court on March 21 and was found guilty of operating an unapproved motor vehicle repair business from his property in breach of the Planning and Development Act 2005.
He was fined $12,000 and ordered to pay court costs of $1745.
The City’s Chief Executive Officer Mr Newman said these types of businesses are illegal and cause great distress to neighbouring residents.
“The City will take action against operations that are not approved especially where they are clearly not appropriate for the area,” he said.
“The fine and court costs imposed in this instance should serve as a reminder to residents about acceptable property use and their role in helping to maintain a harmonious neighbourhood.”
