Witnesses told Seven News, the man, aged in his 90s, drove his mobility scooter onto a jetty near the Tea and Coffee Merchant about 1pm on Thursday.
He then got off the scooter, took his shoes off and sat on the edge of the jetty before entering the water, but did not resurface.
It is believed bystanders pulled the unconscious man to shore before starting CPR, but he could not be saved.
