Samantha Prentice said she thought of the idea after coming across a power box that had been graffitied.
"I don't want that in my beautiful suburb and I just thought being a mural artist I could do something about it," she said.
Ms Prentice decided to paint a beach themed mural over the graffiti.
"I spray painted over it straight away," she said.
Ms Prentice is now working with local school children to paint other power boxes in Secret Harbour in the hope it will deter them from "tagging".
"I sort of understand where they're (vandals) coming from and I thought 'you know what I can do something here'," she said.
"I'm in a really good position, I've got all the knowledge that I need to help these kids.
"I want to teach them how to spray properly, I want to teach them how to be more creative, it's not just about putting a bit of scribble on a wall, if you want to be creative then lets do it properly."
Ms Prentice has already raised $3000 for the project, but is currently waiting for a grant from the City of Rockingham which will help cover paint, graffiti coating and material costs.
"The more money I get the more boxes I'll do, but at the moment I'm focusing on the ones that are on the main road and the ones that are being targeted with graffiti," she said.
"When people drive into Secret Harbour I want them to think 'wow, this place is great'."
"I want people to be proud of Secret Harbour, I feel like its lost its way a little bit and I think with a bit of art and colour it will brighten everyone's day."
